How does the law and law enforcement work in the medieval world?

This is a simple question with an incredibly complicated answer. The reason the answer is complicated is that the answer must start with a seemingly innocuous question -- in which city and in what year do you mean?

In the medieval world nothing is centralised. There is little if any uniformity. This is true within an individual country let alone any wider view. This lack of uniformity applies to central concepts as well as diverse concepts. For example, the French parliament recognized two definitions of "noble"; a practical response to the different definitions used throughout the kingdom. If a concept as central in importance as that of nobility isn't agreed upon across the nation what hope matters of less importance?

The view of the law presented here is a snapshot in time and place -- mid-fourteenth century, the city of Lyon in France. Over time this draft will be modified and expanded to be more specific to Rochegrande in Taveruun. Initially there will be more explanation of how the law has arrived at this point, detail which takes into account the history, politics, and geography of Taveruun.
